CURTAIN RAISER: NHRC’s Open Hearing and Camp Sitting at Jaipur, Rajasthan from 18th – 19th January, 2018
Bhuaneswar /// New Delhi, 17th January, 2018 (By Minaketan Jena) -The National Human Rights Commission, NHRC will be holding two days ‘Open Hearing and Camp Sitting’ in order to address the grievances of the people speedily at Jaipur, Rajasthan on the 18th – 19th January, 2018. Mr. Justice H. L. Dattu, Chairperson, NHRC will inaugurate it at Harish Chandra Mathur (HCM) Rajasthan State Institute of Public Administration, Jawahar Lal Nehru Marg Jaipur at 10.00 am on the 18th January, 2018. Besides the hearing of the cases, the Government officers will also be sensitized about the issues concerning human rights.After the inauguration, the Commission will take up 169 complaints in the ‘Open Hearing’ which will be heard by the Chairperson, Mr. Justice H.L. Dattu, Members, Mr. Justice Pinaki Chandra Ghose and Mr. Justice D. Murugesan. These relate to the grievances and complaints of atrocities against the persons belonging to Scheduled Castes and Scheduled Tribes communities due to action, inaction or omission by the public authorities. Apart from the complaints received in response to the public notices, the Commission has also decided to take up some of the cases of Scheduled Castes and Scheduled Tribes victims, already under consideration of the Commission in the Open Hearing. The authorities concerned have been asked to remain present at the time of hearing of these cases.On the 19th January, 2018, the second and the concluding day of the programme, 14 important cases will be taken up in the sitting of Full Commission in the ‘Camp Sitting.’ These include cases of atrocities on Scheduled Castes and other vulnerable sections, Witch hunting, Rape incidents in Jhalwar and inaction by authorities, Death of more than 80 infants/children in a government run hospital in Banswara district, Lathi charge of children protesting against non-appointment of teachers in Tonk District, Protection of rights of persons with special needs, Functioning of Govt. run homes etc.The Commission will hold a meeting with NGOs between 10.30 and 11.00 am, followed by discussion with the Chief Secretary, DGP, DMs, SPs and other senior civil, police and jail officers of the Sate on the issues raised by the NGOs at Yojna Bhawan, near Secretariat from 11.00 am – 11.45 am.Later on, the Chairperson and Members will brief the media about the outcome of the Open Hearing/Camp Sitting as well as discussions with the NGOs and senior officers of the State Government for wider dissemination of information on the human rights issues and action taken by the NHRC for their protection and promotion.The media briefing will also be held at Harish Chandra Mathur (HCM) Rajasthan State Institute of Public Administration, (OTS Premises) Jawahar Lal Nehru Marg Jaipur-302017, Rajasthan at 11.45 am on the 19th January, 2018.So far, the Commission has held its Camp Sitting/Open Hearings in the States of Assam, Andhra Pradesh, Andaman & Nicobar, Bihar, Chhattisgarh, Gujarat, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Meghalaya, Nagaland, Odisha, Punjab, Rajsathan, Tamil Nadu, Telangana, Uttar Pradesh, Uttarakhand and Chandigarh for the States of Punjab, Haryana, Himachal Pradesh and UTs of Chandigarh and Poducherry.Besides this, the Commission also organized one Regional Public Hearing on Right to Health Care in collaboration with the Jan Swasthya Abhiyan (JSA) at Mumbai on 6th -7th January, 2016 for States of Gujarat, Maharashtra, Rajasthan, Goa and Union Territories of Daman & Diu and Dadra & Nagar Haveli.
