Bhubaneswar ,11th January 2018 (By Abdul Sattar Khan) Today, i.e. on 11.01.2018, Sri Sarat Kumar Mallick, OAS, Tahasildar, Kaptipada, Dist. Mayurbhanj has been caught red handed by the officers of Vigilance, Balasore Division for demanding and accepting illegal gratification of Rs. 1,00,000/-(Rupees One Lakh) from Sri Hemanta Kumar Behera of Kaptipada, Dist. Mayurbhanj.The gist of the case is that, complainant Sri Hemanta Kumar Behera of Kaptipada, Dist. Mayurbhanj was transporting sand from the river Sono using 3 tractors vide Regd. No. OD11-L-3369, OD11-H-3032 and OD11-H-3543 registered in the name of self, his father and son respectively. Sri Mallick, Tahasildar, Kaptipada demanded bribe of Rs.1,50,000/- from Sri Behera, i.e. Rs.50,000/- per month for allowing playing of the 3 tractors for 3 months for transporting sand and for not harassing him. Out of Rs.1,50,000/-, Sri Mallick, Tahasildar had demanded Rs.1,00,000/- as advance.Accordingly, during course of investigation, a trap was laid on 11.01.2018 at about 8.45 AM. Sri Mallick, Tahasildar was caught red handed in his rented residential house at Udala Town, while demanding and accepting bribe of Rs.1,00,000/- from the complainant Sri Behera. As per direction of Tahasildar Sri Mallick, complainant Sri Behera gave the bribe money Rs.1,00,000/- to Sri Mallick, Tahasildar, who received the same in his right hand, caught the same in his left hand and kept it on a teapoy. Sri Mallick was caught red handed, while he had kept the bribe money on the teapoy. Both the hand wash of Sri Mallick as well as wash of contacted portion of the teapoy gave positive chemical reaction, confirming acceptance of bribe. Bribe money Rs.1,00,000/- (Rupees One Lakh) has been recovered and seized in presence of witnesses. The permanent house of Sri Mallick located at village Salagaon, Anantapur, PS. Soro, Dist. Balasore, his rented house at Udala, office room at Kaptipada and house of his relative at Nalabanka, PS. Basudevpur, Dist. Bhadrak are being searched. Sri Mallick is being arrested and forwarded in custody. In this connection, Balasore Vigilance P.S. case No. 3 dt. 10.01.2018 U/s 7 Prevention of Corruption Act, 1988 has been registered and is under investigation. It may be pertinent to mention here that previously, Balasore Vigilance PS case No. 37/16 U/s 13(2) r/w 13(1)(d)/7 P.C. Act had also been registered against Sri Sarat Kumar Mallick, during his incumbency as Tahasildar, Nilagiri, Dist. Balasore for demand and acceptance of Rs.1,60,000/- (Rupees One Lakh Sixty Thousand) for eliminating Mirigini Stone Quarry from ECo Sensitive Zone and to give lease of the said Stone Quarry in favour of Nilagiri Truck Owners’ Association. After completion of investigation, charge sheet has been submitted against Sri Sarat Kumar Mallick.
