ACHIEVEMENTS OF STATE VIGILANCE ORGANIZATION FOR THE YEAR 2017 TILL 28.12.2017

Registration of Criminal cases :

                   During the year 2017 upto 28.12.2017, 453 criminal cases have been registered against 61 Class-I officers, 61 Class-II officers, 383 Class-III employees, 10 Class-IV employees, 38 Other Public Servants and 356 Private persons. Out of these, 105 cases have been registered for acquisition of disproportionate assets against 110 Public servants and 49 Private persons amounting to Rs.65.17 Crore (as per FIR). Similarly, 159 Trap cases have been registered during the period against 169 Public servants and 5 Private persons for demanding and accepting bribe from the complainants amounting to Rs.18.86 lakhs.  Likewise, 179 Corruption cases have been registered against 269 Public servants and 307 Private persons for misappropriation of Govt. money amounting to Rs.16.84 Crores. 10 cases have been registered under Essential Commodities Act.

Rural Housing Schemes :

                   During the year 2017 (from 25.06.2017 to 28.12.2017), 232 surprise checks, 160 secret verifications and 307 petition enquiries have been conducted as well as 152 file enquires initiated and 62 criminal cases registered against the public servants and others for their involvement in corrupt practices relating to implementation of Rural Housing Schemes.

Investigation/involvement :

                   During the year 2017 upto 28.12.2017, investigation in 284 cases has been completed, out of which, charge sheets have been placed in 275 cases against 54 Class-I officers, 48 Class-II officers, 217 Class-III employees, 13 Class-IV employees, 77 Other Public Servants and 80 Private persons.

Arrest :

                   During the year 2017 upto 28.12.2017, 216 accused persons have been arrested, which include 21 Class-I officers, 24 Class-II officers, 139 Class-III employees, 10 Class-IV employees, 8 Other Public Servants and 14 Private persons.

Enquiries :

                   During the year 2017 upto 28.12.2017, State Vigilance has initiated 595 enquiries against 50 Class-I officers,  55 Class-II officers, 470 Class-III employees, 9 Class-IV employees, 41 Other Public Servants and 87 Private persons on their alleged involvement in various acts of corruption/malpractice. During the period, 442 enquiries were disposed of, out of which, in 101 enquiries, the matter was referred to the respective departments for initiation of departmental action and 251 enquiries were converted to criminal cases.

Commercial Tax Wing :

                   During the year 2017 upto 28.12.2017, Sales Tax Wing have detected 62 tax evasion cases and collected Rs.13.15 crores approximately from spot assessment. They have also detected suppression of gross turn over of Rs.95.81 crores, which may generate revenue of Rs.18.19 crores after disposal.

Forest Wing :

                   During this year 2017 upto 28.12.2017, State Vigilance with the help of Forest Wing have conducted 90 joint raids involving 53 persons, in which, timber and other forest produce worth Rs.2.86 crores have been seized.

Important Trap cases, where the demand of bribe is and above than Rs.50,000/-

1)    Berhampur Vig. PS case No. 19 dt.24.03.2017 U/s 7 P.C. Act, 1988 has been registered against Sri Sesadev Das, Ex-Excise Inspector, Boudh and Sri Sripati Mehar (Pvt. Person) for demand and acceptance of bribe of Rs.70,000/- from the complainant Sri Danardana Parida for renewal of his liquor license.

2)   Balasore Vig. PS case No.21 dt.29.04.2017 U/s 7 P.C. Act, 1988/120-B IPC has been registered against Sri Sudhir Kumar Bag, Ex-Asst. Engineer-cum-SDO, Lift Irrigation Sub-Division, Karanjia, Dist. Mayurbhanj and Sri Manoranjan Behera, Contractor for demand and acceptance of bribe of Rs.2,00,000/- from the complainant for recording check measurement and passing the bill in execution of the work “River Lifting Project, Begunabandha” under Sukruli Block.

3)   Balasore Vig. PS case No.22 dt.03.05.2017 U/s 7 P.C. Act, 1988 has been registered against Sri Aloka Kumar Mohapatra, Senior Clerk, O/o the Project Director, Rehabilitation and Resettlement, Kanpur Irrigation Project, Dist. Keonjhar for demand of illegal gratification of Rs.50,000/- from complainant Sri Bijay Munda of Village Dhobakuchada, Dist.Keonjhar for facilitating release of balance compensation amount in his favour in respect of his land acquired by the Govt. for Kanpur Irrigation Project and for preparation of cheque and sending the same to the bank to credit in his account.

4)   Koraput Vig. PS case No.34 dt.17.08.2017 U/s 12 P.C. Act, 1988/34 IPC has been registered against Sri Kartika Ghatan and Sri Iswar Ghatan of village Ranitola, Dist. Koraput for offering bribe of Rs.98,900/- to Sri Chinteswar Munda, SI of Police, Sadar PS, Jeypore with a request not to take any legal action against Sri Bisikesan Ghatan who was involved in Jeypore Sadar PS case No. 119/17 U/s 20(b)(c)/29 NDPS Act in connection with transportation of Ganja.

5)   Koraput Vig. PS case No.35 dt.22.08.2017 U/s 7 P.C. Act, 1988 has been registered against Sri Sisir Kumar Sahu, Ex-Jr. Asst.-cum-Cashier, O/o Project Director, Rehabilitation and Re-Settlement, Lower Indra Irrigation Project, Khariar, Dist. Nuapara for demand and acceptance of bribe of Rs.1,00,000/- from the complainant Sri Bhuban Paharia to release compensation amounting to Rs.5,46,000/-.

6)   Koraput Vig. PS case No. 56 dt.16.12.2017 U/s 7 P.C. Act, 1988 has been registered against Sri Laxmikant Mishra, DFO, Khariar, Kendu leaf Division, Dist. Nuapara for demand and acceptance of bribe Rs.2,20,000/- from the complainant Sri Parsuram Patel, in-charge Range Officer, Lakhana Kendu leaf Range, Dist. Nuapara for crediting a sum of Rs.13,90,000/- in the account of Range officer, Lakhana for construction of office room-cum-residence of Forest Range Officer, Kendu leaf and permanent phadi house.

Important D.A. cases, where the D.A. is and above Rs.1.5 Crores

1)    Cuttack Vigilance Cell P.S.Case No.3 dt.16.02.2017 U/s 13(2) r/w 13(1)(d)(e) P.C.Act, 1988 has been registered against Sri Partha Sarathi Mishra, IAS, Ex-Managing Director, Odisha Small Industries Corporation Ltd., Cuttack. On 15.02.2017, he was intercepted enroute to his house from office and a sum of Rs.2,14,750/- was seized from his possession.  During follow up action, house searches at different places of Sri Mishra were conducted and disproportionate assets worth more than 1.5 crores have been traced out, which he failed to account for.

2)   Balasore Vig. PS case No.9 dt.06.03.2017 U/s 13(2) r/w 13(1)(e) P.C. Act, 1988/109 IPC has been registered against Sri Agasti Pattnaik, RI, Khirachora revenue Circle, Dist. Balasore and his relative  for possession of assets disproportionate to their known sources of income to the tune of around 3 Crores, which they failed to account for.

3)   Bhubaneswar Vig. PS case No.27 dt.06.06.2017 U/s 13(2) r/w 13(1)(e) P.C. Act, 1988/109 IPC has been registered against Sri Pabitra Mohan Mohanty, Sr. Clerk, O/o Executive Engineer RW (PH) Divn.-II, Bhubaneswar and his relative for possession of assets disproportionate to their known sources of income to the tune of Rs.1.74 Crores, which they failed to account for.

4)   Balasore Vig. PS case No.29 dt.28.06.2017 U/s 13(2) r/w 13(1)(e) P.C. Act, 1988/109 IPC has been registered against Dr. Adhikari Ashok Kumar Chatterjee, Ex-Regional Officer, State Pollution Control Board, Raygada, A/P. Environment Scientist, State Pollution Control Board, Bhubaneswar and his relative for possession of assets disproportionate to their known sources of income to the tune of Rs.1.75 Crores, which they failed to account for.

5)   Sambalpur Vig. PS case No.70 dt.23.09.2017 U/s 13(2) r/w 13(1)(e) P.C. Act, 1988 has been registered against Dr. Ranjan Kumar Mohapatra, Specialist in O&G and in-charge, Medical Officer, CHC, Sohela, Dist. Baragarh for possession of assets disproportionate to his known sources of income to the tune of Rs.2.63 Crores, which he failed to account for.

6)   Bhubaneswar Vig. PS case No.44 dt.26.09.2017 U/s 13(2) r/w 13(1)(e) P.C. Act, 1988/109 IPC has been registered against Smt. Kabita Chhotray, CDPO, Bhubaneswar Rural, Dist. Khurda and her relative for possession of assets disproportionate to their known sources of income to the tune of Rs.1.64 Crores, which they failed to account for.

7)   Cuttack Vigilance Cell PS case No.18 dt.05.12.2017 U/s 13(2) r/w 13(1)(e) P.C. Act, 1988/34 IPC has been registered against Prof. Dr. Rabindra Kumar Jena, HOD, Clinical Haematology Deptt. SCB MCH, Cuttack and his relative for possession of assets disproportionate to their known sources of income to the tune of Rs.4 Crores, which they failed to account for.

Important Corruption case

1)    Cuttack Vigilance Cell PS case No.19 dt.12.12.2017 U/s 13(2) r/w 13(1)(c)(d) P.C. Act, 1988/409/420/120-B/34 IPC – On the allegation of abuse of official position and show of undue official favour to different pharmaceutical companies by prescribing their high cost drugs to poor patients getting financial assistance for their treatment under Odisha State Treatment Fund (OSTF) by Prof. Dr. Rabindra Kumar Jena, HOD, Clinical Haematology Deptt. SCB MCH, Cuttack, obtaining pecuniary advantages from pharmaceutical companies, causing wrongful loss to Govt., misappropriation and on other allegations of criminal misconduct and corruption, the above noted case has been registered against Dr. Jena, Dr. Sudha Sethy, Asst. Professor & Nodal Officer, OSTF, Deptt. of Clinical Haematology, SCB Medical College, pharmaceutical companies and others.
