 49,123 weavers and 45425 artisans covered under life insurance. Death Claim of 1131 nos. of deceased weavers and 6 deceased artisans settled. 6521 school children of weaver family covered under Sikhya Sahayak Yojana. Beneficiary share of premium in above insurance borne by the State Government @ Rs 80/- per beneficiary. 46531 weaver families in Handloom Sector covered under Health Insurance. Beneficiary share of premium in above insurance borne by the State Government @ Rs 170.40 per beneficiary.

  1. SUPPLY OF SOLAR LANTERN TO WEAVERS/ARTISANS FAMILIES:

 Solar Lantern provided to 43908 weaver families and 42419 artisan families  

  1. SUPPLY OF UTILITY ITEMS TO TASSAR FARMERS:

 13936 utility kits (Umbrella, Torch light, Secateurs, Gum Boot etc) provided to tasar farmers.

  1. WELFARE FUND FOR SERICULTURE FARMERS:

 16990 sericulture farmers covered under Life Insurance (AABY). Death Claim of 99 deceased sericulture farmers settled  and 1408 school children provided with scholarship.

  1. WORKSHED –CUM- HOUSING TO WEAVERS/ARTISANS:

 Assistance for construction of fireproof work sheds provided to 5386 weavers/ artisans at a cost of Rs 3273.50 lakh.

  1. 6. FINANCIAL ASSISTANCE TO WEAVERS:

 A New Scheme “Baristha Bunakar Sahatyata Yojana” has been launched and is being implemented from the current year for providing financial assistance to weavers above 60 years. 1359 weavers identified. Financial assistance @ Rs 500.00 per month to weavers within 60-80 age group and Rs 700.00 per month to weavers above 80 years.

REVIVAL OF SICK CO-OPERATIVES:

 43 sick PWCS (Primary Weavers Co-Operative Societies) revived and 15 newly registered. 8. RESTRUCTURING OF PWCS: 430 PWCS strengthened and 10842 individual weavers benefitted under Revival, Reform and Restructuring package with an amount of Rs 125.92 Cr. Of this Rs 27.04 cr is State Govt contribution.

  1. SETTING UP OF TEXTILE PARK:

 Under the new Apparel policy launched in 2016-17, preliminary work for setting up of Apparel Park and Apparel Units are ongoing.

  1. FORMULATION OF POLICIES:

 First ever Apparel Policy has been launched and guidelines formulated for its implementation. First ever Handloom Policy for the State has been launched. 

  1. OTHER SIGNIFICANT ACHIEVEMENTS:
  1. INCOME:

 Average annual income of weavers increased from Rs 28074/- in 2012-2013 to Rs 43,894.00 in 2015-16.

  1. PRODUCTION:

 Production of handloom fabrics increased from Rs 134.38 Cr in 2012-13 to Rs 246.96 Cr in 2015-16.

  1. TRAINING:

 Skill training imparted to 7406 weavers and 11334 artisans.  514 artisans trained under Design Development Programme. 998 weavers from PWCS trained in Marketing and Financial Management.

  1. MARKETING:

 Turnover of Boyanika increased from Rs 70.60 Cr (2012-13) to Rs 95.74 Cr.(2016-17), an increase of over 25 cr.  Turnover of UTKALIKA increased from Rs 12.49 Cr (2012-13) to Rs 18.27 Cr.(2016-17), an increase of over 5.5 cr. Toshali Craft Mela, the biggest Craft mela in eastern India was successfully organized from 2013 to 2016 with an average footfall of more than 15 lakh and business turnover of more than Rs. 15.00 Crore in last 2 years.

  1. INFRASTRUCTURE:

 57 new Common Facility Centres and godowns constructed with Rs 270.60 lakh.  First Block printing unit of the State for tassar established at Gopalpur(Jajpur District). Another 03 nos. of Printing Units at Makidia (Balasore), Fakirpur (Keonjhar) and Gopalpur (Jajpur) are being set up. Commissioning will be done shortly.  An apparel unit established at Sambalpuri Bastralaya, Bargarh at a cost of Rs 35.00 lakh to manufacture garments from handloom fabrics.   Incubation center for apparel training and manufacturing is being set up at Bhubaneswar with financial assistance of Rs 12.93 Cr from GoI, MoT and land worth Rs 1.01 Cr from Govt. of Odisha.  Odisha Crafts Museum is nearing completion and will be opened shortly.  Raghurajpur Craft Village project will be commissioned shortly.

  1. CREDIT LINKAGE:

 19,798 Weavers Credit Card issued and Rs. 58.08 Cr. fresh loan sanctioned.  1540 nos. of weavers sanctioned loan of Rs. 8.69 Cr under MUDRA Weaver scheme during 2016-17.

  1. INCENTIVES TO PWCS:

 In 2016-17 for the first time, 3 best performing PWCS and 3 oldest PWCS were awarded with Rs 9.00 lakh as financial assistances.

  1. SERICULTURE SECTOR:

 Area under Tasar Forestry (Asan/Arjun plantation) increased from 5072 hec in 2012-13 to 11,078 hec in 2016-17, ie area has more than doubled.  Profitable tasar farming in tribal belt established with 71 nos. of tasar farmers achieving income more than Rs.1.0 lakh rupees from tasar farming during 2016-17. Highest recorded income in 2016-17 is Rs 2,14,700/-. 16 Pilot Project Centres are being up-graded with infrastructure for production of tasar basic seed (Dfls). Govt. have sanctioned Rs 12 Crores for up-gradation of 12 Pilot Project Centres during the period 2012-13 to 2016-17. Work in 07 centres completed and the rest are under progress. Balance 04 centres will be upgraded during 2017-18.  Rs 4.07 Crore sanctioned for establishment of Tasar Silk Park at Bhagamunda in Keonjhar district.

  1. WORLD BANK PROJECT:

 Proposal of Rs 460.00 Cr Titled “UTKARSH- Odisha Craft Skill Development and Rural Employment Project” has been submitted to World Bank for approval for implementation over a period of six years. This will be the first World Bank assisted project in this sector in the country.
