Odisha Assembly to Hold Special Session from Today up Ratify GST, VAT at special session
Bhubaneswar, May 18: (By Prasant Kumar Bhuyan) –Odisha government has called for a two-day special session of Legislative Assembly starting today to deliberate on the GST and VAT (amendment) bill in the House Assembly was adjourned till Speaker Pradeep Amat then adjourned the House till 3 pm and convened the Business Advisory Committee meeting at 11.45 am to allow the opposition members to president their concern Time to present their views on the Goods and Services Tax (GST) Bill after Finance Minister Sashi Bhusan Behera introduced the Bill in the House. After the Finance Minister introduced the Bill for discussion, Leader of Opposition (LoP) Narasingha Mishra raised the issue and urged the Speaker to ensure an elaborate discussion so that the MLAs gain knowledge about the crucial Bill Prior to it, a workshop on GST was organized by the Finance Department on Wednesday for legislators. The law makers were imparted training by the experts and officials of Finance department on the bill. The legislators of the Opposition bench expressed discontentment as they have not been provided with the copy of bill even as it is going to be introduced in the House during the short session. Ahead of the session, two-day special session to deliberate and pass the state Goods and Services Tax (GST) Bill and amendment to Value Added Tax (VAT).Odisha Finance Minister Shashi Bhusan Behera moved the two bills in the house. However parties BJD, BJP and Congress held legislative party meeting yesterday. Chief Minister Naveen Patnaik has instructed party MLAs to focus on the interest of Odisha during discussion on the bill after Leader of Opposition Narasingha Mishra sought time to present views, citing that the bills were circulated among the legislators only on Wednesday.“It took 11 years to pass the GST Bill in Parliament. However, we did not take 11 hours to analyse the bill. Each of the word needs to be interpreted. The bill was circulated yesterday (Wednesday) night only and you expect a discussion,” said Mishra.He urged Speaker Pradip Amat to refer the bills to the Business Advisory Committee. The house was adjourned till 3 p.m. as the committee met to discuss the GST Bill. Notably, a workshop on the GST was organised on Wednesday for the legislators, Assembly pays tributes to departed leaders as special session begins.
