The State Vigilance disobeyed the High Court Order
Bhubaneswar Dt. 6th May 2017- (By Debabrat Mohanty) 13 months ago, The Honorable Chief Justice of Odisha High Court after hearing a Public Interest Litigation case filed by Mr. Sannyas Kumar Behera directed the State Vigilance Department to take stringent legal action against the earring officials of Odisha Association for the Blind, Bhubaneswar those are involved in misappropriation of Government grant and gross financial irregularities. But most unfortunately even after 13 months of pronouncement of such high court order, the investigating officer of State Vigilance Deptt. Mr Rupadhar Nayak is failing to file the charge sheet before the learnt vigilance judge. which is a mockery of justice the public at large demand for a fare and quick trail of this case. Some blind people demanded for the fair trial and first track hearing of the case and early submission of charge sheet. In this connection, The Honorable Chief Minister of Odisha Mr Nabin Pattnaik has declared that Mr Bihari Nayak is a criminal, but his financial power has not yet been seized. Copy of the High Court Oder enclosed. As a consequence of which, the out going office bearers of Odisha Association for the Blind Bhubaneswar whose term of office has already been expired on 5th of Jan 2017, they are still continue in their respective post by encroaching the power and smacked democratic spirit by illegally making the financial transactions to satisfy their vested interest. They are merely enjoying the public – the Govt.grant of the association sanctioned by the Dept.of Social Security and Empowerment of PWDs, for the propose for Vocational training and diet allowance of the adult blind boys and girls and for the purpose of the braille transcription project meant for their education,said the Founder General Secretary of Odisha Association for the Blind, Bhubaneswar – Mr Binod Bihari Nayak and the 1st visually impaired advocate of Odisha Mr. Nabaghana Sahoo . He demands for the CBI inquiry about the misappropriation of government grant sanctioned by the ministry of Human Resource Development, Department of School Education and Literacy under the scheme of inclusive education for the disabled at the secondary stage. W.P.(C) No. 4735 of 201608.04.2016 This is a writ petition filed in the nature of Public Interest Litigation espousing the cause of blind children. With regard to allegation of misappropriation of funds by the opp. parties-authorities Vigilance Case No.492015 has been registered by the Superintendent of Police (Vigilance) Cuttack.In view of the fact that a vigilance case has already been registered and is pending inquiry before opp. party no.11-Superintendent of Police (Vigilance) Cuttack we dispose of the writ petition with the direction that inquiry in the Vigilance Case No.49.2015 pending before opp. party no.11 shall be made in accordance with law as expeditiously as possible and strict action be taken against those who are found guilty. Vigilance disobeyed the High Court Order – the innocent blind people are facing serious trouble.
