Cuttack 18.10.2016 (By Tapas Mohapatra)–A workshop on “Internal Vigilance as a Tool of Good Governance” was held at Conference Hall of Commissionerate Police, Bhubaneswar on 18.10.2016.The inaugural function was held at 10 A.M. Shri Naveen Patnaik, Hon’ble Chief Minister of Odisha, Dr. Pradeep Ku. Panigrahi, Hon’ble Minister, Higher Education, Science & Technology and Rural Development (Rural Water Supply), Shri Aditya Prasad Padhi, IAS, Chief Secretary, Odisha, Shri Gopal Krishna Nayak, Director, IIIT, Bhubaneswar, Dr. Rajendra Prasad Sharma, Director, Vigilance alongwith were dignitaries in the inaugural function. 135 Chief Vigilance Officers of different Departments/ PSUs, Senior Vigilance Officers and many senior officers and retired officers of Govt. of Odisha were present during inaugural function. Director Vigilance in his welcome address highlighted about the crucial roles of Chief Vigilance Officers in eradicating corruption. He also emphasized upon better coordination between Vigilance Officers and Chief Vigilance Officers for effective implementation of Internal Vigilance. Dr. Gopal Krishna Nayak, Director, IIIT in his address talked about the importance of use of technology in combating corruption. Shri Aditya Prasad Padhi, Chief Secretary, Odisha in his address explained that the objectives of C.V.O. conference is to sensitise the C.V.Os. of Govt. Departments as well as those of Public Sector Undertakings for promoting honesty, integrity and transparency.Dr. Pradeep Ku. Panigrahi, Hon’ble Minister, Higher Education, Odisha in his address congratulated Vigilance Organisation for taking initiative in organizing the Workshop which will be useful to eradicate corruption from public life. He also advised that the C.V.Os. should work in tandem with State Vigilance for eliminating corruption.Shri Naveen Patnaik, Hon’ble Chief Minister, Odisha in his address impressed upon the Chief Vigilance Officers to adopt the methods of preventive vigilance in active cooperation with the state Vigilance for keeping corruption under check in their respective departments / Public Sector Undertakings. He emphasized upon the roll of CVOs and Vigilance in contributing towards a clean transparent and efficient governance. Hon’ble Chief Minister, Odisha released a booklet “Pratibadhh” in compilation about role and function of C.V.Os as well as vigilance cases and enquiries of Vigilance Organisation. During workshop, Shri Narasingha Bhol, IPS, D.I.G. of Police, Vigilance, Odisha gave a power point presentation on “existing structure and functions of C.V.Os”.. Shri Gopal Ch. Nanda, IPS, Ex-DGP, Odisha and Ex-Director, Vigilance addressed about “Legal and Administration issue relevant to C.V.Os”, Shri Amitendra Nath Sinha, IPS, D.I.G. of Police, Vigilance presented the “Best Practices on Internal Vigilance”, Shri Rakesh Kumar, IDAS, C.V.O., Hindustan Copper Ltd., Kolkata addressed the CVOs that “C.V.Os can play a critical role in promoting Whistle blowing culture”. A panel discussion was held on the topic like “ An effective internal vigilance Bolsters the Anti Corruption efforts.”The Penalists were i)Shri Sanjib Hota,IAS (Retd.), ii) Shri Gopal Ch. Nanda, IPS (Retd.). iii) Shri M. Akhaya, IPS, C.V.O., Deptt. of Telecommunication, Govt. of India. Shri Jagadananda, Former State Information Commissioner explained about “Role of R.T.I. in improving Internal Vigilance and accountability.” The last session on “Technology a possible solution for combating corruption was taken by Shri Gopal Krushna Nayak, Director, IIIT, Bhubaneswar.The workshop concluded with a resolve to better coordination between CVOs and Vigilance, so that Internal Vigilance mechanism could be strengthened to prevent corruption, before the crime takes place, instead of allowing the damage in the first place.
