IAS Officer convicted in Vigilance disproportionate assets case

Cuttack ,11.08.2016 (Tapas Mahapatra)-To day i.e. on 11.8.16 Court of Hon’ble Special Judge, Special Court, Bhubaneswar convicted Sri Himsanshu Sekhar Samantaray, IAS, (Retd.), Ex-Managing Director, Orissa Lift Irrigation Corporation Ltd., Bhubaneswar to undergo Rigorous Imprisonment for three years and to pay a fine of Rs.20,00,000/- (Rupees Twenty lakhs only) and in default undergo Rigorous Imprisonment for further period of 20 (Twenty) months for possession of disproportionate assets to the tune of Rs. 80,46,133/-.It relates to Bhubaneswar Vigilance P.S Case No. 37 dt. 11.8.2008 U/s 13(2) r/w 13 (1) (e) P.C Act of 1988/109 IPC was registered against Sri Himanshu Sekhar Samantaray, IAS (Retd.), Ex-Managing Director, Orissa Lift Irrigation Corporation Ltd., Bhubaneswar and his wife on the allegation of possession of assets disproportionate to his known sources of income.On 29.7.2008, the residential house of Sri Himanshu Sekhar Samantaray, at Pandav Nagar, Bhubaneswar, paternal house at Karanjia, father-in-law’s house at Baripada and office room of Orissa Lift Irrigation Corporation Ltd., Bhubaneswar were searched simultaneously by the Officers of Vigilance Cell, Cuttack on the strength of search warrants issued by the   Court.  After completion of investigation, Charge Sheet No. 71 dt. 31.12.2011 U/s 13 (2) r/w 13 (1), (e) P.C Act. 1988/109 IPC. was submitted against Sri Himanshu Sekhar Samantaray, IAS, (Retd.) and his wife for possession of disproportionate assets amounting Rs. 1,34,14,514/-.   Besides the trial of the Disproportionate Assets case, Confiscation Case No 5/2014 has also been initiated in the Court of Authorized Officer, Special Court, Bhubaneswar for confiscation of the properties.Sri Ranjan Kumar Das, the then Inspector of Police, Vigilance, Cell, Cuttack was the Investigating Officer of the case and Sri Sunil Ku. Pati, Special P.P, Special Court, Bhubaneswar was conducting the case on behalf of Vigilance.
