Bhubaneswar.09.07.2016 (By Mano Mani Singh)-Expressing grief over the death of five persons during exchange of fire between security forces and Maoists in Kandhamal district, Odisha Chief Minister Naveen Patnaik today announced an ex-gratia of Rs 5 lakh for the family members of each deceased.Patnaik also ordered a judicial probe into the incident. Besides, he announced that a member of the deceased’s family would be provided with a government job, the family members of the deceased would be included under social security schemes and houses will so be provided to them.Notably, five villagers, including two women and a 13-year-old boy, were killed during exchange of fire between Special Operation Group (SOG) jawans and Maoists near Gumudumaha village under Baliguda police limits in Kandhamal district last night.The incident took place during a combing operation by the security forces. After getting information regarding movement of Maoists, the SOG had ambushed them. During crossfire from both the sides at Malapanga forest, an auto-rickshaw carrying the villagers came in between as a result of which the five persons died.

Sub. : Request to visit Kandhamal Encounter place Odisha where 6 Tribal people died yesterday evening.
I draw your kind attention to the aforesaid subject where 6 innocent tribal people who were returning by a tempo died in indiscriminate firing by the CRPF people as a combing operation on Maoist was going on. Such irresponsible and indiscriminate firing on innocent tribal is violative of Standard Operating Procedure and also against the guidelines of Hon’ble Supreme Court. The Govt. of Odisha has declared a compensation of Rs. 5 lakhs to the each of the deceased family and a judicial inquiry into the incident. But this is not enough in our view. Govt. should provide free treatment to the injured and the police officer responsible such ghastly murder of innocent daily labourers should be removed from job. It can be mentioned here that Govt. of Odisha is claiming that left extremism in the state has been reduced but such encounters reflects just the opposite of Govt. claim. Sir, already 12 people have died in a year in Odisha in the name of combing operation by CRPF & Police. Nisanguda encounter in Kalahandi District last year, Maraguda encounter, Kandhamal few months back and yesterday’s encounter are few examples of police excess in Odisha.Hence, under the circumstances, we request you to send and investigation team immediately for spot enquiry and necessary disciplinary action may be taken against those responsible for such ghastly murder. We welcome the judicial inquiry by the state govt. and express our sympathy with the deceased families.
